RESILAND CA+ delivers its mission through a coalition of international financiers, regional coordinating institutions, and national government agencies working together to restore Central Asia's transboundary landscapes.
International Financiers
Three World Bank-anchored funding streams provide the financial backbone of RESILAND CA+ combining sovereign development financing with thematic multi-donor trust funds focused on forests, landscapes, and Korean development cooperation.
THE WORLD BANK
IBRD · IDA · WORLD BANK GROUP
The principal financier of RESILAND CA+ through IDA concessional lending. The Bank designed the regional programme architecture, mobilises co-financing, and provides ongoing supervision and technical assistance to participating governments.

PROGREEN
GLOBAL PARTNERSHIP FOR LANDSCAPES
A World Bank-administered multi-donor trust fund that finances integrated landscape approaches in client countries. PROGREEN supports the regional analytics, knowledge products, and capacity-building activities that complement national investment projects.

KWPF
KOREA – WORLD BANK PARTNERSHIP FACILITY
Established by the Government of the Republic of Korea and the World Bank, KWPF co-finances activities that bring Korean development expertise to client countries. For RESILAND CA+, KWPF supports the Uzbekistan regional subcomponent and selected knowledge exchange activities.

Regional Coordinator
CAREC the Regional Environmental Centre for Central Asia coordinates the regional subcomponents of RESILAND CA+ across all five participating countries.
Regional Environmental Centre for Central Asia
CAREC is an independent, non-profit, non-political organisation established in 2001 by the five Central Asian states to address regional environmental challenges. As the implementing agency for RESILAND CA+ regional subcomponents, CAREC manages the Regional Exchange Platform, coordinates transboundary policy dialogue, delivers regional knowledge products, and oversees capacity-building activities across the five participating countries.

Government Agencies
National investment projects under RESILAND CA+ are implemented directly by each country’s lead environmental authority, working in close coordination with CAREC and the World Bank country teams.

Lead implementer of the Kyrgyz national project NBS guidelines, mudflow mitigation roadmap, and the climate-induced disaster catalog.

Committee for Environmental Protection under the Government of Tajikistan
Manages the Regional Exchange Platform and leads transboundary policy dialogue with neighbouring countries on landscape governance.

State Committee on Ecology & Environmental Protection
Lead authority for Aralkum Desert restoration and the Uzbekistan regional subcomponent the only component co-financed by three partners.
🇰🇿 Kazakhstan & 🇹🇲 Turkmenistan — Advisory Phase
National implementing partners in Kazakhstan and Turkmenistan are currently engaged in the advisory and landscape-study phases of RESILAND CA+. Formal lead agencies will be confirmed once national investment projects are approved.
